Summary: Key components to Nevada Hydro's strategy is to 1) use public funding via the Transmission access charge to pay for LEAPS (the plant is not profitable) and 2) to have CAISO assume operation of the plant (who better to operate a non-profitable power plant than a state agency?) To these proposals CAISO said "No" and "No".

Specifically this oversight board said 1) the California rate payer should not fund LEAPS through the transmission access charge, 2) the benefits of LEAPS do not make up for its costs, and 3) the CAISO has no business operating LEAPS
