In 2006, the EVMWD's LEAPS Ad Hoc committee commissioned reports on the viability of LEAPS as a merchant generating plant. The reports showed dismal prospects for LEAPS, yet the EVMWD board continued to promote LEAPS through their own media and the press. The reports were made public through the efforts of Director John Lloyd.
