For years, the EVMWD Board of Directors has argued that the principal benefit for the LEAPS Project would be to maintain a constant level in Lake Elsinore. Now, even before a licensing decision, the only thing certain about LEAPS is that it has become a serious financial burden for the ratepayers, almost like a ball and chain, and it's unlikely to keep the lake at a constant level. |
