This cartoon
is inspired by Doug Pinnow's comments to the EVMWD board (read
Doug Pinnow's report here).

Behind the Cartoon:
The LEAPS project has two parts 1) a pumped storage hydroelectric
plant and 2) a transmission line. EVMWD has spent over 3
million in loans to Nevada Hydro was well as in promotions, and
continues to do so despite the following:
FERC cites LEAPS as non-profitable,
Nevada Hydro admits it is
not a merchantile entity,
CAISO rejects it as a transmission
asset (see report),
and the California Electricity
Oversight Board (CEOB) rejects it as not worth the rate payer's
expense (see
report).
The
problem is that EVMWD needs to recover its losses and
the only way of doing so
would be support Nevada Hydro's transmission line, which
would be profitable. However,
this is likely to get our water board over its head in
liabilities. The recent Environmental Impact Statements cites
property values as
likely to be negatively affected by this transmission
line. Add the application for the transmission line circumvented local
authorization: e.g., instead of applying to the California
Public Utilities Commission, as SDG&E has done with
it's Sunrise Powerlink application, Nevada Hydro tried
to
graft the transmission line onto the LEAPS project, which being
a hydro-electric project, would be under the FERC's authority.
Will the home owners of Lakeland Village, La Cresta, and Tenaja
remain idle should this transmission line be approved
by FERC?
